Juvenile Probation Population:
Current Situation

In contrast to overwhelming evidence indicating an alarming prevalence of mental health disorders among juvenile offenders (55 - 92%), U.S. Department of Justice identification of assessments as a key element of prevention/treatment programs that “work” and a general call for development of comprehensive assessment protocols prior to identification of a disposition, placement or treatment, few such evaluation programs exist.

Juvenile Probation Population:
Existing Evaluations

• brief screening instruments
• symptom based (i.e., limited effort to identify underlying etiological factors)
• agency specific (i.e., internal surveys/questionnaires)
• lacking in normative data for comparison with peer groups (i.e., potentially biased)
• completed by agencies that also provide treatment thereby introducing a dual relationship or potential bias

Reliance upon brief, agency-specific
and biased evaluations are
consistently associated with:

• Placement of children with psychiatric disorders in “boot camp” settings with resulting treatment failures
• Placement of children with conduct disorders in “mental health” centers with resulting treatment failures
• Wasted time and money secondary to inappropriate placements
• Wasted lives of children who are placed in inappropriate settings
